Resident Selection Plan

The City of Novato has adopted a Resident Selection Plan that provides for priorities for the sale and rental of a portion of the homes to be built at Meadow Park to certain City and County employees. The City determined that the high cost of buying a home in the area was a severe impediment to the City's ability to recruit and retain qualified City and County employees. Thus, the City adopted the Resident Selection Plan which provides among, other things, that

• One-third of all units in each phase, in each income category available in Meadow Park (117 homes) be available only to persons qualifying under the Plan.

     81 units Low Income x .33 = 26.7 (27 units)
     80 units Moderate Income x .33 = 26.4 (27 units)
190 Units in Phase II
     95 units Low Income x .33 = 31.35 (32 units)
     95 units Moderate Income x .33 = 31.35 (31 units)

Total Units for Resident Selection: 117 units

• Within each neighborhood that is built, the first one-third of the homes built will be available first to persons qualifying under the Plan.

• In order to qualify under the Plan, you (or any adult member of your household who is purchasing a home with you, i.e. spouse, partner) must, generally be, an employee of the City of Novato, an employee of certain Novato Public entities (Fire Protection District, Sanitary District, North Marin Water District, Novato Community Hospital, Unified School District, etc.) and employees of other public entities with jurisdictions in the County of Marin, providing services to the residents of Novato.

• A separate lottery for persons qualifying under the Plan will be held at the same time as the general lottery.

• Persons qualifying for the Resident Selection Lottery will automatically be included in the general lottery.

• Within the Plan, employees are grouped into three categories. Thus, certain City employees will be given priority in the Resident Selection Lottery over other City, County or State employees. Under the Plan, all persons qualifying under Group 1 will have the opportunity to purchase a home before those persons qualifying in Groups 2 or 3. Similarly, Group 2 employees will have the opportunity to purchase a home before Group 3 employees.
