All 351 Meadow Park townhomes have been sold and no new lottery
applications are being accepted.
Completed applications were sorted into four lottery pools, A, B, C and D. Pools A, B and C are part of the Resident Selection Plan (RSP).
Lottery Pool A: RSP Priority #1
Lottery Pool B: RSP Priority Pool #2
Lottery Pool C: RSP Priority Pool #3
Lottery Pool D: General Pool (all income qualified applicants)
A computer process was used to randomly sort and rank all applicants in each pool. Each applicant was given a lottery number (rank) within their respective pool(s).
Lottery Administration
The lottery process was open to the public and took place on Thursday, February 6, 2003. An independent third party, qualified in the administration of lotteries, was retained by NCP to conduct the lottery.
Eligibility Verification
At the time of receipt of eligble applicantions, an initial determination of income eligibility was made by Northbay Family Homes (NFH) based solely on the information supplied by the application. After the lottery, NFH will begin the process of verifying all income and credit information.
Homes Available for Allocation
Meadow Park will be built in two phases. Phase 1 will consist of 161 homes and the process of allocating Phase 1 homes among lottery participants will commence Spring 2003. Phase 2 will consist of 190 homes and the process of allocating these Phase 2 homes among lottery participants will commence not later than 10 days following issuance of each building permit for Phase 2.
Allocation of Available Homes among Lottery Participants
All units available in each phase of development in each income category will first be offered to applicants from Pool A by order of lottery number, then to applicants from Pool B and then to applicants from Pool C, until 33% of the units in each income category in the applicable development phase have been offered to and accepted by RSP Pools A, B or C. Applicants in Pool A will always have priority over applicants in Pool B, and applicants in Pool B will always have priority over applicants in Pool C.
The remaining 67% of the available units will be offered to applicants from Pool D in order of lottery number.

Sale of the 351 affordable homes at Meadow Park will be subject to the terms and conditions described in the Affordable Housing Plan as approved by the City of Novato.
